Overview
Mission for Aatmanirbharta in Pulses is a Centrally Sponsored Scheme the Union Cabinet approved on 1 October 2025, with an outlay of ₹11,440 crore over six years (2025-26 to 2030-31). Prime Minister Narendra Modi launched it on 11 October 2025 alongside the PM Dhan-Dhaanya Krishi Yojana.
It targets three pulses only — tur (arhar), urad and masoor — because India still imports a large share of what it eats of these. The goal set by the Government is for India to become fully self-reliant in pulses by December 2027.
The mission works on both ends: it helps you grow more (free seed kits, cheaper certified seed, more land brought under pulses) and it guarantees where your harvest goes (NAFED and NCCF will buy 100% of the tur, urad and masoor offered by registered farmers, at the Minimum Support Price, for the next four years).
This is a separate, newer mission from the National Food Security Mission (NFSM/NFSNM), which also supports pulses but as one of several crops (rice, wheat, coarse cereals, cotton, jute, sugarcane). This mission is pulses-only, carries its own ₹11,440-crore budget, and adds the 4-year guaranteed-procurement piece that NFSM does not have.

35 lakh extra hectares under pulses
Rice-fallow land and intercropping are being pushed to bring more area under tur, urad and masoor without displacing other crops.
Priority for small farmers and women
The guidelines direct priority to small and marginal farmers, and reserve at least 20% of component funds for women farmers.

Register with NAFED (e-Samridhi) or NCCF (e-Samyukti) and every quintal of tur, urad or masoor you offer, within Fair Average Quality norms, will be purchased at MSP for the next 4 procurement years.
Better seed, lower cost
Free seed kits (capped at 1 acre per farmer) and certified seed at a state-set subsidy help you switch to higher-yielding varieties without bearing the full seed cost.
Income from local processing
Farmer groups, FPOs and entrepreneurs can claim a capital subsidy to set up a pulses processing/dal-milling unit, adding value close to the farm instead of selling raw grain far away.
Payment straight to your account
Procurement payment is transferred by Direct Benefit Transfer into your Aadhaar-seeded bank account — no cash handling at the procurement centre.
Who is eligible
Both lists come from the notified operational guidelines — meeting the left column is not enough if anything in the right column applies to your family.
You qualify if
- Farmers growing tur (arhar), urad or masoor, anywhere in India
- Aadhaar available, and a bank account that can be seeded with it
- A land record, or recognised proof of cultivation, for the plot under pulses
- Registration with NAFED or NCCF (directly, or through a PACS/FPO) to sell at the guaranteed price
- Produce that meets the Fair Average Quality (FAQ) standard set for the season
Excluded — even with land
- Pulses other than tur, urad and masoor are not covered by this mission's 4-year guaranteed-procurement commitment (they remain under the normal Price Support Scheme process)
- Unregistered sale outside NAFED/NCCF procurement centres does not carry the MSP guarantee
- A farmer who has already taken a free seed kit for a given crop/variety cannot get another kit of the same crop/variety for 2 years
- Seed-kit assistance to an individual farmer is capped at 5 hectares in a season; free-kit distribution is capped at 1 acre per farmer

Sign up on esamridhi.in (NAFED) or esamyukti.in (NCCF) with your Aadhaar and land details — directly, or through your PACS/FPO.

Verify your identity through the Aadhaar-based e-KYC (biometric or facial) the procuring agency asks for.

Bring produce to the procurement centre
During the notified purchase window for your state and season, deliver your tur, urad or masoor to the designated centre.

Your produce is checked against Fair Average Quality (FAQ) norms and weighed before purchase is finalised.
