Overview
PM-MKSSY (Pradhan Mantri Matsya Kisan Samridhi Sah-Yojana) is a Central Sector Sub-scheme under the Pradhan Mantri Matsya Sampada Yojana (PMMSY), approved by the Union Cabinet on 8 February 2024. It runs from FY 2023-24 to FY 2026-27 with a total estimated investment of ₹6,000 crore — half (₹3,000 crore) from the Central Government with external financing from the World Bank and Agence Française de Développement (AFD), and half anticipated from beneficiaries and the private sector.
The scheme exists because most of India's fisheries sector — millions of fish farmers, fishers, vendors and small processors — operates informally. Without formal registration, these workers and enterprises cannot access crop insurance, institutional bank credit, or government-to-person benefit transfers. PM-MKSSY solves this by first creating a digital identity for every stakeholder on the National Fisheries Digital Platform (NFDP), and then using that identity to deliver insurance incentives, performance-based grants and credit facilitation.
The scheme has four functional components. Component 1 handles registration and insurance — 1A creates the digital identity (with a ₹100 incentive for self-registration) and enables credit access; 1B provides a one-time 40 % subsidy on aquaculture insurance premiums. Components 2 and 3 together offer performance grants to micro and small enterprises that invest in value-chain upgrades and safety/quality systems — 25 % of investment for general-category applicants, 35 % for SC/ST and women. Component 4 is the digital backbone itself — the NFDP portal and mobile app that ties everything together.
As of August 2026, over 35.92 lakh stakeholders have registered on NFDP, 535 institutional loans worth ₹28.04 crore have been facilitated, 3,829 fisheries cooperatives have been approved for support (₹72.75 crore), and 84 performance-grant applications have been cleared (₹20.55 crore).

Insurance premium subsidy
40 % of the premium paid for aquaculture insurance, covering yield losses from natural calamities (basic plan) and disease (comprehensive plan). Up to ₹25,000/hectare or ₹1 lakh per farmer for traditional farms up to 4 hectares. SC/ST and women get 10 % extra.
Performance grant for enterprises
Micro enterprises: 25 % of investment or ₹35 lakh (whichever is lower); small enterprises: 25 % or ₹75 lakh; SC/ST/women-led enterprises: 35 % with caps of ₹35 lakh, ₹1 crore and ₹2 crore respectively. Paid in two instalments — 50 % on investment completion, 50 % after 3-month operation verification.
Institutional credit access
Digital registration on NFDP enables direct bank loan facilitation — the credit module matches the applicant's profile with eligible lending products.
₹100 self-registration incentive
Fish farmers, fishers and fish workers who complete self-registration on the NFDP portal or app receive a ₹100 incentive directly into their bank account.
Who is eligible
Both lists come from the notified operational guidelines — meeting the left column is not enough if anything in the right column applies to your family.

Excluded — even with land

How to apply, step by step

Register on the NFDP portal or app
Go to nfdp.dof.gov.in or download the NFDP mobile app from the Google Play Store. Click "New User Registration", choose Individual or Organisation, verify your mobile number via OTP, and fill in your Aadhaar, address and bank details. You receive ₹100 upon approval.

Alternatively, register through a Common Service Centre (CSC)
Visit your nearest CSC (find it at locator.csccloud.in), provide your documents to the Village Level Entrepreneur (VLE), who submits the application on your behalf. Confirmation comes via SMS.

Log in and select the benefit you need
After login, go to the PM-MKSSY section. Choose the benefit type — aquaculture insurance incentive (Component 1B), credit facilitation (Component 2), or performance grant (Components 2–3).

Complete the application form for your chosen benefit, upload supporting documents (project report for performance grants, insurance policy for the insurance incentive), and submit.

Track your application from the NFDP dashboard using your registration number. Insurance incentives are released after policy verification; performance grants are paid in two instalments — 50 % after investment completion, 50 % after 3 months of verified operation.
