Atma Nirbhar Bagwani Yojana
A bank-linked horticulture scheme: the state pays 45% as subsidy, the bank lends 45%, and the farmer puts in just 10%.
Run by: Department of Horticulture, Government of Arunachal Pradesh
- State subsidy
- 45% of cost
- Bank loan
- 45%
- Farmer share
- 10%
- Collateral-free
- Up to ₹1.60 lakh
Overview
Arunachal’s comparative advantage is temperate and sub-tropical fruit — apple, kiwi, orange, walnut, persimmon — but establishing an orchard costs money years before it earns any. This scheme, launched in 2021, structures that cost so a farmer can start without either large savings or collateral.
The split is the design: 45% comes from the state as a subsidy, 45% is a bank loan, and the farmer contributes 10%. Because it is credit-linked, an individual can access up to ₹1.60 lakh without collateral, and self-help groups more. It is open to individual farmers, SHGs and FPOs, and the repayment period is matched to the crop — from a year to four years depending on what is planted.
What you get
The benefit as the state notifies it — nothing here is an estimate.
- 45% of the project cost as a state subsidy — the farmer never has to fund the whole thing.
- A bank loan of 45% that is collateral-free up to ₹1.60 lakh for an individual, more for an SHG.
- Open to individual farmers, self-help groups and FPOs, not only large growers.
- Repayment matched to the crop cycle — 12 months to 4 years — so it does not fall due before the orchard earns.
Who is eligible
State schemes usually state their criteria as prose rather than a checklist. This is that prose, unpacked — the department’s verification is what decides.
You qualify if
- Resident of Arunachal Pradesh
- Individual farmer, self-help group or FPO taking up a covered horticulture crop
- A bankable project — the loan component requires a viable plan
- Bank account for the credit-linked disbursal
Not covered
- Crops outside the notified horticulture list
- Projects the bank does not assess as viable
Documents you need
Have these ready before you start — most rejections are a missing paper, not a missing right.
- Aadhaar card
- Arunachal Pradesh residence proof
- Land record or the SHG / FPO registration
- Project proposal for the crop
- Bank passbook
How to apply
Fewer steps than a central scheme, and usually one office rather than a portal.
- 1
Watch for the district horticulture notice
Applications open through District Horticulture Offices on a notice-inviting-application basis. That is the window to apply against.
- 2
Submit the project proposal
Apply online or at the horticulture office with a proposal for the crop. The bank assesses the 45% loan component.
- 3
Sanction and credit-linked disbursal
On sanction the subsidy and loan are released together against the project, and you begin establishing the orchard.
Frequently asked questions
Do I need collateral for the loan?
Not up to ₹1.60 lakh for an individual — that part is collateral-free. Self-help groups can access larger collateral-free amounts.
Which crops are covered?
Horticulture crops suited to the state — apple, kiwi, orange, walnut, persimmon and others on the notified list. Field crops are not the focus of this scheme.
When does the loan have to be repaid?
The repayment period is matched to the crop, from about a year up to four years, so it does not fall due before the planting starts to earn.
