Overview

HADP is J&K’s umbrella farm-development programme, a ₹5,013 crore push across 29 projects rather than a single cash scheme. It funds the enterprise a household chooses to build — a high-density apple orchard, a dairy unit, mushroom or bee-keeping, a fishery or a honey-processing unit — instead of paying a flat amount into every account.

The money is structured as a project subsidy: the department covers up to 90% of the approved cost and the farmer puts in a minimum of 10%. Everything runs through the Kisan Sathi portal, which is where you register, apply against a specific project, and track approval. The programme is aimed at 13 lakh farmer families, with a specific reach target for marginal and vulnerable households.

  • Resident of Jammu & Kashmir engaged in agriculture or an allied activity

  • Applying against a specific HADP project with a viable plan

Not covered

  • Applications outside the 29 notified projects
  • Work started before the project is sanctioned

    Register on Kisan Sathi

    All HADP applications start at hadp.jk.gov.in. Registration is the gateway to every one of the 29 projects.

    Apply against a specific project

    Pick the enterprise — orchard, dairy, mushroom, and so on — and apply against that project. Each has its own norms and cost ceiling.

    Sanction, execution, subsidy

    Once sanctioned, execute the project and have it verified. The subsidy share is released against the approved cost.
