Quick Summary
The Market Intervention Scheme is Himachal Pradesh's price floor for apple growers, aimed squarely at the fruit the open market treats as near-worthless: the small, blemished, "culled" or C-grade apple that cannot be sold as table fruit but is perfectly good for juice and concentrate. Without MIS a grower would either dump this fruit or sell it for a pittance; under MIS the state buys it at a fixed support price and turns it into juice concentrate, so the grower is paid for a part of the crop that would otherwise be a dead loss.
Procurement is done through two state agencies — the Himachal Pradesh Horticultural Produce Marketing and Processing Corporation (HPMC) and HIMFED — which run apple collection centres across the fruit belt during the season. The scheme also covers mango and citrus on the same principle. The state and the Centre share the cost (and the processing loss) of the scheme, which is why its scale depends partly on central support each year.
In recent seasons the whole process has been moved onto the HPMIS digital platform: a grower registers once (self-registration, a Common Service Centre / Lok Mitra Kendra, or Gram Panchayat help), takes the culled apple to a collection centre, and payment is made by Direct Benefit Transfer to the bank account after verification. Because the support price and the procurement window are notified fresh each season, confirm the current rate and your nearest collection centre on the HPMIS platform or with the Horticulture Department before harvest.
Overview
The Market Intervention Scheme gives apple (and mango and citrus) growers a guaranteed price for culled, C-grade fruit — the sub-standard apple that cannot be sold as table fruit but can be processed into juice and concentrate. The support price for culled apple was raised by ₹1.50 to ₹12 per kg in the 2024 season, described by the state as a historic increase that removed the long-standing price disparity.
Procurement is handled by two state undertakings — the Himachal Pradesh Horticultural Produce Marketing and Processing Corporation (HPMC) and HIMFED — through apple collection centres opened across the fruit belt for the season. In a recent season the agencies procured on the order of tens of thousands of metric tonnes of culled apple. The cost and the processing loss of the scheme are shared between the Centre and the state on a 50:50 basis, so its reach each year depends partly on central budget support, which growers' associations have at times flagged as falling.
The scheme now runs on the Horticulture MIS (HPMIS) website and mobile app, which the state rolled out to digitise registration, procurement, digital receipts, transport, processing, monitoring and payment. Registration is a one-time step — done by self-registration, through a Common Service Centre / Lok Mitra Kendra, or with Gram Panchayat help — and the government has made Direct Benefit Transfer payments to growers for MIS produce procured in 2022, 2023, 2024 and 2025.
What you get
The benefit as the state notifies it — nothing here is an estimate.
- A guaranteed support price for culled / C-grade apple the open market will not pay for.
- Also covers mango and citrus on the same principle.
- Procurement through HPMC / HIMFED collection centres across the fruit belt in season.
- Payment by Direct Benefit Transfer to the grower's bank account after verification.
Who is eligible
State schemes usually state their criteria as prose rather than a checklist. This is that prose, unpacked — the department’s verification is what decides.
You qualify if
- Apple (or mango / citrus) grower in Himachal Pradesh
- Selling culled / C-grade (sub-standard, processing-quality) fruit
- Registered on the HPMIS platform
- Bringing produce to a designated HPMC / HIMFED collection centre in the season
Not covered
- Table-grade fruit sold in the open market (MIS is for culled / processing-grade produce)
Documents you need
Have these ready before you start — most rejections are a missing paper, not a missing right.
- Aadhaar card
- Land / orchard record
- Bank passbook (for DBT)
- HPMIS registration
How to apply
Fewer steps than a central scheme, and usually one office rather than a portal.
- 1
Register once on HPMIS
Register on the Horticulture MIS platform — by self-registration, at a Common Service Centre / Lok Mitra Kendra, or with Gram Panchayat help. It is a one-time step.
- 2
Take culled apple to a collection centre
Bring the culled / C-grade fruit to a designated HPMC or HIMFED Apple Collection Centre during the procurement window.
- 3
Get paid by DBT
After verification, the support-price payment is transferred directly to your bank account.
If something goes wrong
Missing from the list, or payment stuck — here is the channel the department itself publishes for it.
- For produce procured but payment delayed, or a collection centre refusing valid culled fruit, raise it with the Apple Collection Centre in-charge and the Department of Horticulture through the HPMIS platform (eudyan.hp.gov.in). Keep your HPMIS registration and the procurement receipt.
- Beyond the department, use Himachal's eSamadhan (esamadhan.nic.in) and the CM Sewa Sankalp Helpline 1100. Keep the grievance reference number to track it.
Frequently asked questions
What exactly does MIS buy?
Culled / C-grade fruit — small, blemished or sub-standard apple (and mango, citrus) that cannot be sold as table fruit but is fit for juice and concentrate. Table-grade apple is sold in the open market, not under MIS.
What is the support price?
The culled-apple support price was raised to ₹12 per kg in the 2024 season (a ₹1.50 increase). It is notified afresh each season, so confirm the current rate on HPMIS or with the Horticulture Department before harvest.
Who does the actual buying?
Two state agencies — HPMC (Himachal Pradesh Horticultural Produce Marketing and Processing Corporation) and HIMFED — which open apple collection centres across the fruit belt for the season and process the fruit into juice concentrate.
How am I paid?
By Direct Benefit Transfer to your bank account after the produce is verified. The government has made DBT payments for MIS produce in 2022, 2023, 2024 and 2025.
Do I need to register?
Yes — once, on the HPMIS platform, by self-registration, through a Common Service Centre / Lok Mitra Kendra, or with Gram Panchayat help. The whole process (registration, procurement, receipts, payment) is now digital.
Why do payments sometimes get delayed?
MIS cost is shared 50:50 with the Centre, so its funding depends partly on central support, which growers' associations have at times said is falling. Delays have also been linked to procurement verification. Use the grievance channels above if your verified payment is held up.
