Overview
Goa's coast and its network of khazan (tide-fed) land give it a natural base for aquaculture beyond capture fishing, and the Directorate of Fisheries runs a cluster of capital subsidies to help residents actually build farms rather than just fish the open sea. Each activity has its own funding line: brackish water and fresh water pond construction get 25% subsidy on civil work (capped at ₹2 lakh/hectare) plus 50% on farming equipment, while mussel/oyster culture, ornamental fish breeding and rearing, and crab farming are each subsidised at 25–50% within their own per-unit or per-hectare ceilings.
The scheme is deliberately trained on hands-on farmers rather than absentee investors — every component requires the applicant to have completed a training programme on that specific activity (run by the Fisheries Department, MPEDA, ICAR or a similar institute) and, for brackish water farms, to hold a licence from the Coastal Aquaculture Authority before construction subsidy is released. Farm size is capped too — typically 2 hectares per beneficiary for pond-based farming — so the subsidy spreads across many small operators instead of concentrating in a few large ones.
Because five different components run under one umbrella, the actual subsidy a farmer gets depends entirely on which activity they apply for — a mussel-culture unit and a brackish-water shrimp pond are funded on completely different scales. Anyone planning a project should check the current per-hectare/per-unit ceiling on the Directorate's scheme page before budgeting, since these are revised periodically.
This state capital subsidy runs alongside the central Pradhan Mantri Matsya Sampada Yojana (PMMSY), under which Goa has had ₹147.24 crore worth of fisheries and aquaculture projects approved between 2020-21 and 2025-26 — the Centre's ₹72.19 crore share of that, of which ₹53.05 crore had been released to around 803 beneficiaries as of the latest tally. A newer PMMSY sub-scheme, Pradhan Mantri Matsya Kisan Samridhi Sah-Yojana (PM-MKSSY), was approved on 8 February 2024 with a ₹6,000 crore national outlay for 2023-24 to 2026-27, adding a further central-funding route a Goa aquaculture farmer may be able to combine with the state's own subsidy, depending on the activity.

- Crab farming unit: 25% subsidy on setup (capped ₹1.5 lakh/hectare) plus 50% on seed and feed (capped ₹75,000/hectare).
- Every component is a one-time capital subsidy against an approved project — not a recurring payment — so it is meant to help a farmer get started, not fund running costs indefinitely.
Who is eligible

- Completed a training programme on the specific aquaculture activity, from the Fisheries Department, MPEDA, ICAR or a recognised institute

After sanction (and CAA licensing for brackish water farms), set up the farm or unit; the department inspects before releasing the subsidy against your own contribution.
