Overview
PM-KISAN and most crop-linked income support goes to landowners, which leaves out the large number of families who work someone else's field for a daily wage and own nothing themselves. This scheme is built specifically for that gap.
Chief Minister Vishnu Deo Sai launched the scheme on 18 January 2025, aiming to reach around 5.62 lakh landless agricultural-labourer households across the state. Payment is by direct benefit transfer in installments, and the state has been releasing installments on schedule — the second instalment for a recent cycle reached close to 5 lakh families in one release.
What you get
The benefit as the state notifies it — nothing here is an estimate.
- ₹10,000 a year credited directly to the household's bank account.
- Specifically covers landless farm labourers, who are excluded from land-linked schemes.
- Paid in instalments through the year via DBT.
- Complements — does not duplicate — landowner-focused schemes like PM-KISAN.
Who is eligible
State schemes usually state their criteria as prose rather than a checklist. This is that prose, unpacked — the department’s verification is what decides.
You qualify if
- Household in Chhattisgarh whose primary occupation is agricultural labour
- Does not own agricultural land in its own name
- Registered with the local agriculture/panchayat office for the scheme
Not covered
- Landowning farmer households (they are covered under PM-KISAN and other land-linked schemes instead)
Documents you need
Have these ready before you start — most rejections are a missing paper, not a missing right.
- Aadhaar card
- Labour/occupation certificate or verification by the panchayat
- Bank passbook
- Residence proof in Chhattisgarh
How to apply
Fewer steps than a central scheme, and usually one office rather than a portal.
- 1
Register at the panchayat/agriculture office
Apply with proof of landless agricultural-labourer status at the local panchayat or agriculture office.
- 2
Verification
The panchayat verifies that the household is genuinely landless and dependent on agricultural labour.
- 3
DBT instalments
Once approved, the ₹10,000 annual benefit is credited in instalments to the registered bank account.
If something goes wrong
Missing from the list, or payment stuck — here is the channel the department itself publishes for it.
- For a rejected application, a wrong verification, or a missed instalment, first raise it with your panchayat or block agriculture office, who carried out the landless-status verification.
- If unresolved, escalate through the Chhattisgarh CM Helpline — call 1076 (toll-free, 24/7) or use cmhelpline.cg.gov.in — or the state's Jan Shikayat public grievance portal, which lets you track a complaint and reopen it via Jan Chaupal if the first response is not satisfactory.
Frequently asked questions
Can a farmer who owns even a small plot apply?
No, this scheme is specifically for households that own no agricultural land — landowners, even small ones, fall under different schemes.
Is the ₹10,000 paid in one go?
No, it is released in instalments through the year, similar to other DBT income-support schemes.
How is this different from PM-KISAN?
PM-KISAN requires land ownership; this scheme exists precisely because landless agricultural labourers cannot qualify for PM-KISAN.
When did this scheme start, and how many households does it aim to cover?
Chief Minister Vishnu Deo Sai launched it on 18 January 2025, with a target of reaching around 5.62 lakh landless agricultural-labourer households across Chhattisgarh.
Has the state actually been paying out on schedule?
Yes — a recent instalment release alone reached close to 4.95 lakh families, totalling about ₹495 crore, which suggests the DBT pipeline for this scheme is working at scale rather than being a one-time announcement.
