Overview
KAVIADP is a five-year convergence programme that began in 2021-22 and is reaching its final phase in 2025-26. The idea is to take more than 15 departments — agriculture, horticulture, agricultural engineering, marketing, sugar — and focus their schemes together on a selected set of village panchayats each year, so that a village gets comprehensive support rather than isolated, scattered subsidies. The stated aim is to make every village panchayat self-sufficient by converting fallow land into cultivable land and raising farmer income.
In its first four years (2021-22 to 2024-25), KAVIADP covered 10,187 village panchayats. The 2025-26 final phase extends to the remaining 2,338 panchayats, with a total outlay of ₹269.509 crore — broken down as ₹19.82 crore for agriculture, ₹73.67 crore for agricultural engineering, ₹21.65 crore for horticulture and plantation crops, ₹154 crore for agricultural marketing and agribusiness, and ₹0.36 crore for the sugar department. This phase also includes a provision allowing ST farmers in new villages to be supplemented by eligible ST farmers from previous-year villages if the local target cannot be fully met, in line with the Forest Rights Act.
What you get
The benefit as the state notifies it — nothing here is an estimate.
- Subsidised farm inputs — seeds, seedlings, fertilisers — delivered at the village level.
- Farm mechanisation: power tillers, pump sets and implements distributed to selected farmers.
- Micro irrigation (drip and sprinkler) installation support.
- Horticulture and plantation crop expansion — subsidised seedlings (e.g. coconut at 100% subsidy).
- Agricultural marketing and agribusiness infrastructure: market yards, storage, value-addition units.
- Fallow-land conversion: bringing uncultivated land under productive use through combined input and irrigation support.
Who is eligible
State schemes usually state their criteria as prose rather than a checklist. This is that prose, unpacked — the department’s verification is what decides.
You qualify if
- Farmer residing in a village panchayat selected for KAVIADP in the current year
- Land record in the farmer's name (or recognised tenant / patta holder)
- ST farmers without formal pattas but with de facto rights under the Forest Rights Act are also eligible in 2025-26
- Specific eligibility varies by component (agriculture, horticulture, mechanisation) — applied for individually
Not covered
- Farmers in village panchayats not selected for KAVIADP coverage in the current or any previous year
Documents you need
Have these ready before you start — most rejections are a missing paper, not a missing right.
- Aadhaar card
- Land patta / chitta-adangal (land record)
- Bank passbook with IFSC
- Community certificate (if applying under SC/ST reservation component)
- Passport-size photograph
How to apply
Fewer steps than a central scheme, and usually one office rather than a portal.
- 1
Check if your village is selected
KAVIADP covers a fixed set of village panchayats each year. Confirm through your Village Agricultural Extension Officer (AEO) or the Agrisnet portal whether your panchayat is in the current year's list.
- 2
Register on the KAVIADP portal
Apply online at tnagrisnet.tn.gov.in/KaviaDP/scheme_register. Choose the component (agriculture, engineering, horticulture, marketing) that fits your need.
- 3
Verification by the AEO
The local Agricultural Extension Officer verifies your land records and eligibility for the specific component.
- 4
Receive benefits
Approved beneficiaries receive inputs (seeds, seedlings, implements) directly or subsidy transferred to their bank account, depending on the component.
If something goes wrong
Missing from the list, or payment stuck — here is the channel the department itself publishes for it.
- For delays in benefit delivery, application status or selection disputes, contact the Assistant Director of Agriculture for your block or the Joint Director of Agriculture for the district. The Agricultural Engineering Department helpline is also available via the AED portal (aed.tn.gov.in).
- Beyond the department, use the Tamil Nadu CM Helpline "Mudhalvarin Mugavari" — dial 1100 (7am–10pm), file online at cmhelpline.tnega.org, or use the CMHelpline Citizen app. Keep your Aadhaar or family card number handy for registration.
Frequently asked questions
What does KAVIADP stand for?
Kalaignarin All Villages Integrated Agricultural Development Programme — named after M. Karunanidhi ("Kalaignar"). It is a five-year convergence programme running from 2021-22 to 2025-26.
Can I apply if my village was covered in a previous year?
Typically, each year's benefits target the newly selected villages. However, for the 2025-26 final phase, ST farmers from previous-year villages can be included if the new village does not have enough eligible ST beneficiaries.
How many departments are involved?
More than 15 departments converge under KAVIADP — agriculture, agricultural engineering, horticulture and plantation crops, agricultural marketing and agribusiness, the sugar department, and others. The benefit you receive depends on which department's component you apply for.
Is there a single subsidy amount?
No — KAVIADP is a convergence of multiple schemes, each with its own subsidy structure. A micro-irrigation component has different rates than a seedling subsidy or a farm-implement distribution. Check the specific component you are interested in.
What is the total outlay for 2025-26?
₹269.509 crore for 2,338 village panchayats — agriculture ₹19.82 Cr, agricultural engineering ₹73.67 Cr, horticulture ₹21.65 Cr, marketing and agribusiness ₹154 Cr, sugar ₹0.36 Cr.
How many villages has KAVIADP covered in total?
12,525 village panchayats over five years — 10,187 in the first four years (2021-22 to 2024-25) and 2,338 in the final phase (2025-26).
Can tribal farmers without formal land pattas apply?
Yes. In the 2025-26 phase, tribal landholders with de facto rights under the Forest Rights Act — even without formal pattas — are eligible for scheme benefits.
