Overview
CMSGUY was launched in FY 2016–17 as a five-year mega-mission aligned with the national goal of doubling farmer income by 2022. It operates through a registered society with multiple missions underneath — agriculture mechanisation, irrigation, fishery and allied activities — all delivered at the revenue-village level through a saturation model.
Under the tractor distribution component, the government distributed 9,135 tractors worth ₹454.53 crore in the first phase, providing one tractor with accessories per revenue village to groups of 8–10 actual farmers. The subsidy covers up to about 70% of the tractor cost — a maximum of ₹5.50 lakh and a minimum of ₹3.84 lakh per unit. The fishery wing, "Ghare Ghare Pukhuri Ghare Ghare Maach" (Pond in Every Home, Fish in Every Home), was conceptualised in 2017–18 with a project outlay of ₹121.55 crore. It provides pond construction, fish seed and feed inputs for two consecutive years, and farmer training through the College of Fisheries, Raha and Krishi Vigyan Kendras under Assam Agricultural University. Other sub-schemes include solar and electric tube well distribution and incentivisation of paddy milling and rice mill upgrades.

Form a farmer group (for tractors)
For the tractor component, 8–10 actual adult farmers from the same revenue village form a group and apply together. Individual applications are not accepted for tractors.

Apply through block or CMSGUY portal
Download the revised application form from mmscmsguy.assam.gov.in or collect it from the block agriculture office. Submit with land records, Aadhaar and bank details.

Verification and allotment
Block-level officials verify the group and land records. Selected groups receive the tractor with accessories at the subsidised price. For fishery, individual beneficiaries are selected and pond construction begins.

They are separate sub-schemes with separate applications. A farmer can potentially benefit from more than one component if eligible, but each has its own selection process.
