Overview

Assam's Milk Incentive Scheme pays dairy farmers ₹5 per litre of milk they supply to designated milk-processing units in the state through registered dairy cooperative societies (DCS) or registered farmer organisations. Chief Minister Himanta Biswa Sarma launched it on 20 July 2025 (Northeast News).

The department's own scheme page gives the reason. Assam wants to formalise its dairy sector and help local producers compete with cheaper milk coming in from other states, by offsetting the high cost of production. It also aims to bring farmers into the organised sector, improve how the societies work, raise state milk output and strengthen processing.

The incentive is capped at 30 litres a day or 900 litres a month per farmer, so the largest monthly payment is ₹4,500. Money goes to the farmer by Direct Benefit Transfer (All India Radio, 21 July 2025). About 20,000 farmers associated with some 600 cooperative societies were expected to benefit, with ₹10 crore reported for 2025-26. A report in September 2026 still described the scheme as running, effective from June 2025.

Along with the incentive, the state announced a ₹104-crore expansion of the West Assam Milk Producers' Cooperative Union plant at Panjabari, Guwahati, developed with the National Dairy Development Board, to raise processing capacity.

What you get

The benefit as the state notifies it — nothing here is an estimate.

  • ₹5 per litre on milk supplied through a dairy cooperative society or farmer organisation.
  • Applies up to 30 litres a day or 900 litres a month per farmer — up to ₹4,500 a month.
  • Paid by Direct Benefit Transfer to the farmer's bank account.
  • Helps local milk producers compete with cheaper milk from other states.

Who is eligible

State schemes usually state their criteria as prose rather than a checklist. This is that prose, unpacked — the department’s verification is what decides.

You qualify if

  • Milk pourer (member) of a functional Dairy Cooperative Society registered under the Assam Co-operative Societies Act, 2007 — or of a registered farmer organisation
  • The society or organisation must supply milk to a designated milk-processing unit in Assam
  • A valid bank account in operation
  • A valid, active mobile number
  • A valid Aadhaar card

Not covered

  • Milk sold privately or outside a registered cooperative society or farmer organisation does not earn the incentive.

Documents you need

Have these ready before you start — most rejections are a missing paper, not a missing right.

  • Aadhaar card
  • Active bank account details
  • Active mobile number
  • Membership proof of your dairy cooperative society or farmer organisation

How to apply

Fewer steps than a central scheme, and usually one office rather than a portal.

  1. 1

Join or check your dairy cooperative society

Make sure you are a member of a functional, registered Dairy Cooperative Society (or a registered farmer organisation) that supplies milk to a designated processing unit.

  2. 2

    Keep your details ready

Your Aadhaar, bank account and active mobile number must be registered with the society.

  3. 3

    Pour milk through the society

Supply your milk through the society. The incentive is counted on the litres recorded there.

  4. 4

Receive the incentive in your account

The incentive is credited by DBT. Check the monthly amount against the litres recorded by your society, up to 900 litres.

If something goes wrong

Missing from the list, or payment stuck — here is the channel the department itself publishes for it.

  • First, your Dairy Cooperative Society secretary and then the Directorate of Dairy Development, Government of Assam (dairy.assam.gov.in).
