Overview

Big farm investments — a tube well, a pump, a machine, a cattle shed — need a large loan, and a high interest rate keeps many farmers away from bank credit. Uttar Pradesh Chief Minister Yogi Adityanath launched this scheme on 23 September 2026. It gives small and marginal farmers a long-term loan through the Uttar Pradesh Cooperative Gram Vikas Bank (the land development bank) at a low rate.

The maximum loan is ₹6 lakh. The interest rate is 6% a year, which the launch material calls the effective rate. Loans from the bank earlier cost about 11 to 11.5%. The state pays a 5% interest subsidy to farmers who repay their instalments on time. If you miss instalments, the subsidy benefit can be affected.

The loan is for long-term needs: irrigation, farm machinery, animal husbandry, other farm-linked activities and needed capital investment. The state cabinet approved the scheme in September 2026 and sanctioned ₹384 crore for it. The target is about 5 lakh farmers over the next five years. A state e-portal, mksyldb.in, was started to handle applications.

The scheme is only days old. The bank, not this page, decides each loan on your land papers and your record. Ask your nearest Cooperative Gram Vikas Bank branch for the current loan period, the interest-subsidy rules and the application steps before you plan.

What you get

The benefit as the state notifies it — nothing here is an estimate.

  • A long-term loan of up to ₹6 lakh for farm investment.
  • An interest rate of 6% a year — earlier bank loans cost about 11 to 11.5%.
  • A 5% state interest subsidy if you repay your instalments on time.
  • You can apply online at mksyldb.in or at your nearest Cooperative Gram Vikas Bank branch.

Who is eligible

State schemes usually state their criteria as prose rather than a checklist. This is that prose, unpacked — the department’s verification is what decides.

You qualify if

  • A small or marginal farmer of Uttar Pradesh.
  • Valid land records, such as khasra and khatauni, that are correct and up to date.
  • Farmers who took loans earlier can also apply. The bank decides after checking your papers.
  • The loan is meant for irrigation, farm machinery, animal husbandry, other farm-linked activity and needed capital investment.

Not covered

  • A loan for something other than farm investment or farm-linked activity is not the purpose of the scheme.

Documents you need

Have these ready before you start — most rejections are a missing paper, not a missing right.

  • Aadhaar card
  • PAN card
  • Passport-size photograph
  • Bank account details
  • Address proof
  • Land records (khasra and khatauni)
  • A project report for the work you want the loan for, if the bank asks

How to apply

Fewer steps than a central scheme, and usually one office rather than a portal.

  1. 1

    Check your land records

Make sure your khasra and khatauni are correct and up to date. Errors in land papers can hold up the loan.

  2. 2

Apply online or at the bank

Register on the e-portal mksyldb.in with your address, district, block, gram panchayat, village, loan amount you need and mobile number for OTP. You can also visit the nearest Cooperative Gram Vikas Bank branch.

  3. 3

    Bank checks your papers

The bank checks your identity, land and the purpose of the loan, and may ask for a project report.

  4. 4

    Repay on time

Pay every instalment by its date to keep the 5% interest subsidy.

If something goes wrong

Missing from the list, or payment stuck — here is the channel the department itself publishes for it.

  • For a delay or refusal, first meet the branch manager of the Cooperative Gram Vikas Bank, then the Assistant Commissioner and Assistant Registrar, Cooperatives of your district, who run the district programme for this scheme.
  • Beyond the department, use Jansunwai (IGRS) at jansunwai.up.nic.in, the Jansunwai-Samadhan app, or the CM Helpline 1076 (toll-free, 24×7). Keep your complaint number to track or reopen it.

Frequently asked questions

Is this the same as the Kisan Credit Card?

No. The Kisan Credit Card is mainly for yearly crop expenses. This is a long-term loan for bigger investments such as irrigation, machinery and animal husbandry.

What is the rate I will pay?

The launch material says the effective rate is 6% a year. The state pays a 5% interest subsidy to those who repay on time. If you do not pay on time, the benefit can be affected.

Can I apply if I already have a loan from this bank?

Reports say farmers who took loans earlier can also join. The bank decides after checking your papers and repayment record.

For how many years is the loan?

We could not find a period in the official launch material. Ask the bank branch, since the period is set by the bank.

Who counts as a small or marginal farmer?

The launch material says small and marginal farmers without giving a hectare figure. Ask the bank branch which limit it applies.

Can I apply without going to the bank?

You can start on the state’s e-portal, mksyldb.in. The bank still checks your papers and sanctions the loan.
