Overview
Running in Uttar Pradesh since 2017-18, this scheme takes on land written off as unfit to farm — ravine-cut (बीहड़) stretches, barren ground, and fields ruined by waterlogging — and pays the full cost of fixing it. The Land Conservation wing of the state Agriculture Department picks the project villages, then builds check dams and water-harvesting structures, levels the ground and cuts drainage channels, all on a 100% grant, so the farmer pays nothing for the earthwork itself.
The state cabinet extended the scheme for five more years, 2022-23 to 2026-27, running in every district except Gautam Buddh Nagar. The approved plan for 2026-27 alone targets 43,850 hectares — about 35,600 hectares of barren and ravine land plus 8,250 hectares of waterlogged fields — on a budget of roughly ₹100–125 crore. An earlier phase, from 2017-18 to 2021-22, had already turned 1,57,190 hectares farmable at a cost of about ₹332 crore, with small and marginal farmers, landless labourers and SC/ST families given priority throughout.
What you get
The benefit as the state notifies it — nothing here is an estimate.
- Full 100% grant for treating barren, ravine-cut and waterlogged land — check dams, water-harvesting structures, land levelling and drainage channels, at no earthwork cost to the farmer.
- Follow-on subsidy toward horticulture and agroforestry plantation once the land is fit to farm, so it does not go back to being unused.
- 43,850 hectares targeted for treatment in 2026-27 alone, on top of 1,57,190 hectares already reclaimed between 2017-18 and 2021-22.
- Small and marginal farmers, landless agricultural labourers, and SC/ST families in the project area get priority.
Who is eligible
State schemes usually state their criteria as prose rather than a checklist. This is that prose, unpacked — the department’s verification is what decides.
You qualify if
- Farmer or landholder in a village selected as a project area by the district Land Conservation Officer / UP Agriculture Department
- Land classified as barren, ravine-affected (बीहड़), or waterlogged
- Small and marginal farmers, landless labourers, and SC/ST families get priority within the project area
- Willingness to let the department carry out the treatment work — check dams, levelling, drains — on the holding
Not covered
- Land in villages not yet selected for the current project phase
Documents you need
Have these ready before you start — most rejections are a missing paper, not a missing right.
- Aadhaar card
- Khatauni / land record showing the land as barren, ravine-affected or waterlogged
- Caste certificate, where SC/ST priority is claimed
- Bank passbook
- Passport-size photograph
How to apply
Fewer steps than a central scheme, and usually one office rather than a portal.
- 1
Apply through the district Land Conservation Officer
Once your village is notified as a project area, contact the Land Conservation Officer at the district Agriculture Department office, or apply through agridarshan.up.gov.in.
- 2
Land survey and selection
Department staff survey the plot to confirm it is barren, ravine-affected or waterlogged, and check the applicant’s category for priority.
- 3
Treatment work, then horticulture support
The department carries out the check dams, levelling and drainage on a 100% grant; once the land is farmable, subsidy support for horticulture and agroforestry plantation follows.
Frequently asked questions
How much subsidy does this scheme give?
The land-treatment work itself — check dams, water-harvesting structures, levelling and drainage — is done on a full 100% grant. Support for horticulture or agroforestry planting afterwards comes as an additional subsidy on top.
Which land qualifies?
Barren land, ravine-cut (बीहड़) land, and waterlogged fields inside a village that the district Land Conservation wing has selected as a project area — not every village is covered at once.
How big is the current phase?
The scheme runs from 2022-23 to 2026-27 across Uttar Pradesh, except Gautam Buddh Nagar. The 2026-27 plan alone targets 43,850 hectares on a budget of about ₹100–125 crore.
