Overview

The Mukhyamantri Niji Nalkoop Yojana is run by Bihar's Minor Water Resources Department under the banner "Har Khet Tak Sinchai Ka Pani" (water to every field). It provides subsidy for drilling a private tube well (4–6 inch diameter, 15–70 metres deep) and installing a 2–5 HP submersible or centrifugal motor pump on unirrigated agricultural land.

The government has fixed boring cost at ₹1,200 per metre. General-category farmers get 50% subsidy (₹600/m, max ₹42,000 for 70 m), BC/EBC farmers get 70% (₹840/m, max ₹58,800), and SC/ST farmers get 80% (₹960/m, max ₹67,200). Separate motor-pump subsidies range from ₹10,000 to ₹24,000 depending on HP and category.

The scheme targets technically suitable unirrigated areas identified through survey. Areas classified as "Over Exploited" or "Critical" by the Central Ground Water Board are excluded — the goal is to bring irrigation to water-safe but currently rainfed farmland, not to deepen extraction in stressed zones.

It is a one-time benefit: one boring and one pump per farmer. The subsidy is paid in two stages through Direct Benefit Transfer after field verification. Pipes must meet IS 12818:1992 (PVC) and pump motors must meet IS 8034:2018 (submersible).

Who is eligible

    Go to mwrd.bihar.gov.in/mnny and register with your mobile number and Aadhaar details.

    Fill the online application

    Enter personal details, land information, boring depth required and motor pump specs. Upload all documents in JPEG/PNG format.

    Field verification

    The department verifies that your land is in an eligible unirrigated zone, confirms site suitability and checks that no prior boring exists.

    Boring and pump installation

    After approval, get the boring done and motor pump installed as per approved specifications (IS 12818:1992 PVC pipes, IS 8034:2018 motors).

    Subsidy release in two stages via DBT

    Stage 1 subsidy is released after boring verification. Stage 2 after motor-pump installation is confirmed. Both go to your Aadhaar-linked bank account.
