Overview

Jharkhand opted out of the central Pradhan Mantri Fasal Bima Yojana (PMFBY) from kharif 2020 and built its own no-premium relief scheme instead: if notified natural causes damage the crop, the farmer gets a flat per-acre payout without ever having paid into a policy. Registration for the first season opened in July 2021.

Because there is no premium and no insurance company assessment process, the payout is meant to be quicker and simpler than a conventional crop-insurance claim, based on the state's own crop-loss assessment for the notified area. Compensation is tiered: ₹3,000 per acre for crop loss between 30% and 50%, and ₹4,000 per acre for loss beyond 50%, covering a minimum of 10 decimal (about a tenth of an acre) and up to a maximum of 5 acres per farmer. Cumulative registrations across seasons had crossed 45 lakh by 2023, with 14.28 lakh applications in the kharif 2023 season alone.

In a significant shift, Jharkhand rejoined the central PMFBY from kharif 2024, after running JRFRY as its sole crop-loss cover for four seasons. JRFRY has not been discontinued — both routes can now be available to a farmer, the state's no-premium flat relief and the federal PMFBY's yield-based insurance — but exactly how the two apply can vary by season and notified crop, so it is worth checking the current season's notification on jrfry.jharkhand.gov.in or with the Block Agriculture Officer rather than assuming only one applies.

What you get

The benefit as the state notifies it — nothing here is an estimate.

  • ₹3,000–4,000 per acre relief for crop damage, no premium required.
  • Covers both kharif and rabi crop loss from notified natural causes.
  • Simpler, state-assessed payout process rather than an insurer's claim process.
  • Applies to sharecroppers and tenant farmers as well as landowners in the affected area.
  • Runs alongside the central PMFBY since Jharkhand rejoined it in kharif 2024 — check each season's notification for which cover applies to your crop.

Who is eligible

State schemes usually state their criteria as prose rather than a checklist. This is that prose, unpacked — the department’s verification is what decides.

You qualify if

  • Farmer cultivating a notified crop in a district/block declared affected by a calamity
  • Registered on the jrfry.jharkhand.gov.in portal with land and bank details
  • Crop loss verified through the state's assessment for that season

Not covered

  • Crop loss from causes not covered under the notified calamity list
  • Unregistered land parcels or unverified tenancy claims

Documents you need

Have these ready before you start — most rejections are a missing paper, not a missing right.

  • Aadhaar card
  • Land record or tenancy/sharecropper certificate
  • Bank passbook
  • JRFRY registration acknowledgement

How to apply

Fewer steps than a central scheme, and usually one office rather than a portal.

  1. 1

    Register on the JRFRY portal

Enrol each season on jrfry.jharkhand.gov.in with land, crop and bank account details.

  2. 2

    Crop-loss notification and assessment

When a calamity is notified for the area, the state assesses crop loss for registered farmers in the affected blocks.

  3. 3

    Relief payment

The flat per-acre relief amount is credited directly to the registered bank account of eligible farmers.

If something goes wrong

Missing from the list, or payment stuck — here is the channel the department itself publishes for it.

  • For registration, KYC or payment issues on the JRFRY portal, contact the scheme's own Farmer Helpline at 1800-1231136 or email [email protected].
  • If unresolved, escalate to CM Jansamvad — Jharkhand's general public-grievance cell — on the toll-free helpline 181 (24x7, alternate number 0651-2282201), through cmjansamvad.jharkhand.gov.in, or by email to [email protected].

Frequently asked questions

Do I need to pay any premium?

No, JRFRY is entirely state-funded — the farmer pays nothing to be covered.

Is this the same as PMFBY crop insurance?

They were separate: Jharkhand ran JRFRY instead of the central PMFBY from kharif 2020. That changed from kharif 2024, when the state rejoined PMFBY as well — so both a state no-premium relief and a federal insurance option can now apply, depending on the season and crop notified.

Can a tenant farmer or sharecropper claim under JRFRY?

Yes, tenant farmers and sharecroppers can register and claim, not only landowners.

Is JRFRY still running now that Jharkhand has rejoined PMFBY?

Yes. JRFRY has not been discontinued — it continues as the state's own no-premium relief mechanism alongside the federal PMFBY, which Jharkhand rejoined from kharif 2024.

What exactly are the compensation tiers?

₹3,000 per acre for crop loss between 30% and 50%, and ₹4,000 per acre for loss beyond 50%. A few sources report a higher ₹5,000/acre tier for losses above 50%, but this isn't confirmed on the scheme's own current notification — check jrfry.jharkhand.gov.in for the figure applicable to your season.

Is there a limit on how much land is covered?

Yes — a minimum of 10 decimal (roughly a tenth of an acre) and a maximum of 5 acres per farmer.

How many farmers have actually used JRFRY?

Cumulative registrations across seasons had crossed 45 lakh by 2023, with 14.28 lakh applications in the kharif 2023 season alone.
