Overview
Running since 2020-21, this is Jharkhand's umbrella livestock scheme — it folds several older, scattered animal husbandry schemes into one flagship programme, so a rural family does not have to chase five different counters to start goat rearing, keep pigs, raise poultry or buy a milch animal. The state's stated goal is to close the gap between how much milk, meat and egg the state needs and how much it produces, while putting a steady side-income into rural households.
Units are built to a fixed pattern: a goat unit is 4 female plus 1 male animal of the Black Bengal breed, a pig unit is 4 female plus 1 male of T&D or an approved exotic breed, and poultry support covers both backyard/low-input layer birds and broiler units, plus 15 ducklings per beneficiary. A separate dairy-animal component helps buy cows or buffaloes and build the shed to house them, with the grant share going as high as 90 per cent for women from disaster-hit, abandoned or disabled-headed households, and 75 per cent for other priority beneficiaries — well above the standard 50 per cent grant most categories get.
In the FY2023-24 state budget, ₹300 crore was earmarked specifically to reach more beneficiaries under this scheme, alongside a separate ₹180 crore for new dairy-processing plants at Giridih and Jamshedpur and a milk-powder/milk-product plant in Ranchi — infrastructure that feeds off a bigger milk supply but is funded and run as a distinct project, not part of the household-level grant. For the dairy-animal component, a milch cow supplied under the scheme is typically valued at around ₹60,000, with beneficiaries in some districts receiving a second animal about six months after the first.

Who is eligible

You qualify if
- Permanent resident of Jharkhand taking up or already engaged in livestock rearing
- Priority to Scheduled Tribe, Scheduled Caste, BPL, Divyang (differently-abled) and Self-Help Group members
- Adequate space at or near the home to safely house the sanctioned unit
- Willingness to maintain the fixed female-to-male ratio prescribed for goat and pig units

- Units that do not follow the prescribed 4:1 female-to-male ratio for goat and pig components
- A beneficiary already covered for an identical unit under another department scheme
- Applications not verified and forwarded by the Block or District Animal Husbandry Officer

Approach your Block Animal Husbandry Officer or panchayat mukhiya
Decide which unit you want — goat, pig, poultry, duck or a dairy animal — and collect the application form from the Block/District office or through your panchayat mukhiya.

Verification and sanction
The officer verifies your category, the shed site and the prescribed animal ratio, then sanctions your share of the grant.

Unit set up and grant released
Once the shed and unit are ready and inspected, the sanctioned grant (50-90% depending on category) is released; you pay the remaining share as margin money.

- Concerns about the animal supplied — health, breed match or milk yield well below what was promised — should first be raised with the Block or District Animal Husbandry Officer who sanctioned the unit; districts have reported cases of underperforming milch cows, so it is worth checking the animal's health record before accepting delivery.

What ratio of female to male animals do I need for a goat or pig unit?

How much is a dairy cow under this scheme worth, and do I get more than one?
A milch cow supplied under the scheme is typically valued at around ₹60,000. In some districts, beneficiaries have received a second animal roughly six months after the first, though this depends on local implementation.
What if the cow I receive gives much less milk than expected?
This has happened in some districts (Dhanbad among them). Raise it with the Block or District Animal Husbandry Officer immediately — ask for a health and yield check on the animal, and escalate through CM Jansamvad if it is not addressed.
Is the ₹180 crore for new dairy plants in Giridih, Jamshedpur and Ranchi part of my individual grant?
No. That is separate infrastructure funding for state-level milk processing and powder plants, announced in the same FY2023-24 budget — it does not add to or subtract from an individual farmer's unit grant.
