Overview

Madhya Pradesh is India's largest soybean producer, and a single bad-price season can wipe out a small farmer's margins. The Bhavantar Bhugtan Yojana addresses this by guaranteeing a floor: if a farmer sells soybean in a notified mandi and the weighted-average market price falls below the MSP, the state government transfers the gap amount directly to the farmer's bank account via DBT.

The scheme was first launched in 2017, discontinued for a period, and relaunched in October 2025 with significant reforms. The key change: the "model rate" — the benchmark against which the gap is calculated — is now based solely on the weighted average of 14-day soybean selling prices within Madhya Pradesh's own regulated markets. The earlier version used prices from three different states, which often resulted in a higher benchmark and lower compensation. Nearly 10 lakh farmers registered for the 2025–26 soybean season.

For the 2025–26 Kharif, the soybean MSP was fixed at ₹5,328 per quintal, with the scheme providing approximately ₹1,300 per quintal as assistance. All transactions in notified mandis now run through the e-Mandi system with CCTV surveillance and digital recording, a transparency measure introduced to prevent price manipulation that plagued the earlier version. The scheme won the SKOCH Gold Award in 2026 for governance innovation.

Who is eligible

You qualify if

  • Permanent resident of Madhya Pradesh and a practising farmer
  • Registered on the e-Uparjan portal before the registration deadline
  • Sells the notified crop (soybean for 2025–26) in a designated mandi during the specified window
  • Aadhaar-linked bank account for DBT

Not covered

  • Farmers who sell outside the notified mandi network (private sales, farm-gate sales)
  • Unregistered farmers — registration on e-Uparjan before the deadline is mandatory

How to apply

Fewer steps than a central scheme, and usually one office rather than a portal.

    Register on the e-Uparjan portal

    Before the registration deadline, register on the MP e-Uparjan portal with your Aadhaar, land records and bank details. Confirm your registration number.

    Sell in a notified mandi during the window

    Bring your soybean to a designated mandi within the selling window (Oct 24, 2025 – Jan 31, 2026 for the 2025–26 season). The sale must go through the e-Mandi system.

    Receive the gap payment

    If the weighted-average market price in that mandi falls below the MSP, the difference is calculated for each quintal you sold and transferred to your bank account via DBT.

If something goes wrong

  • For a missing or incorrect gap payment, approach the Mandi Secretary at the mandi where you sold, then escalate to the District Mandi Officer. Carry your e-Uparjan registration, mandi gate pass, and bank passbook.

Which crops are covered?

The relaunched 2025–26 version covers soybean as the primary crop. The government can notify additional crops in future seasons — check the e-Uparjan portal for the latest list.

How is the "model rate" (benchmark price) calculated?

Since the 2025 relaunch, the model rate is the weighted average of 14-day soybean selling prices across Madhya Pradesh's own regulated mandis only — not a multi-state average as in the earlier version.

How does the gap payment work?

If the model rate (actual average selling price) is ₹4,000 and the MSP is ₹5,328, the gap is ₹1,328 per quintal. That amount is transferred to your bank account for every quintal you sold through the notified mandi.

What is the registration deadline?

For the 2025–26 soybean season, registration on e-Uparjan was open through October 2025. Deadlines change each season — check the e-Uparjan portal or your local mandi for the current window.

What if I sell outside the mandi?

Only sales through notified mandis in the e-Mandi system are covered. Farm-gate sales, private sales, or sales in unnotified markets do not qualify for the gap payment.

When does the money reach my account?

The gap payment is calculated after the selling window closes and the weighted-average model rate is finalised. DBT credits typically follow within a few weeks of the window closure.

How is this different from central PM-AASHA?

PM-AASHA is a central framework under which states can choose Price Support Scheme (PSS), Price Deficiency Payment (PDP), or private procurement. Bhavantar Bhugtan is MP's own state-funded price-deficiency scheme, running independently with its own model-rate calculation and e-Mandi infrastructure.
