Overview
Rainfed farming dominates large parts of Madhya Pradesh, and Scheduled Caste and Scheduled Tribe farmers — who often farm smaller, less-productive plots — are the hardest hit when the monsoon is patchy. The Rajya Poshit Nalkoop Khanan Yojana, running since 31 December 2001, gives these farmers a 75% subsidy on drilling a borewell and installing a submersible pump, so they can irrigate at least part of their holding without depending entirely on rain.
The subsidy covers 75% of the cost or ₹25,000 (whichever is less) for the borewell itself, and 75% or ₹15,000 for the pump — a combined ceiling of ₹40,000 per farmer. The amount is transferred directly to the farmer’s bank account via DBT. The scheme is implemented across 47 districts, though areas classified by the Central Ground Water Board as critical, semi-critical or over-exploited are excluded to protect the aquifer.
Selection is first-come, first-served: the farmer gets the borewell drilled through a government-registered agency or vendor, collects the GST invoice, and submits the application with supporting documents to the Sub-Divisional Officer (Agriculture). The subsidy is then released to the bank account.

Get the borewell drilled
Engage a government-registered agency or vendor to drill the borewell. Obtain the GST invoice for the work done.

Submit application to the SDO (Agriculture)
File the application with caste certificate, land records, Aadhaar, bank passbook and the GST invoice at the Sub-Divisional Officer (Agriculture) office.

Verification and DBT release
The department verifies the documents and the borewell work, then releases the subsidy directly to your bank account.

Frequently asked questions
Is the scheme only for SC/ST farmers?
Yes. The Rajya Poshit Nalkoop Khanan Yojana is specifically for Scheduled Caste and Scheduled Tribe farmers who own cultivable land. General and OBC category farmers are not covered under this scheme.
What if the borewell fails — do I still get the subsidy?
Yes. The borewell drilling subsidy of up to ₹25,000 is payable whether the borewell is successful or not. The pump subsidy of up to ₹15,000, however, applies only to a successful borewell.
Can I use any drilling agency?
The agency must be a government-registered vendor. You will need a valid GST invoice from them to claim the subsidy.
Is there a deadline to apply?
No. The scheme runs year-round and selection is first-come, first-served. Apply as soon as the borewell work is completed.
My land is in an over-exploited groundwater zone — can I still apply?
No. Areas classified by the Central Ground Water Board as critical, semi-critical or over-exploited are excluded to protect the aquifer.
How is the subsidy paid?
By Direct Benefit Transfer (DBT) to your bank account, after document verification and field inspection by the Agriculture department.
