Overview
CM-KISAN is Odisha’s state income-support scheme, introduced in 2024 in place of KALIA. Small and marginal farmers receive ₹4,000 a year as two instalments of ₹2,000, released around Akshaya Tritiya and Nuakhai rather than on calendar dates.
The timing is the point. Both festivals sit right before a sowing push, so the money arrives when inputs are being bought rather than months after. A separate livelihood component continues for landless agricultural households, which is the part of KALIA the state deliberately kept.

Who is eligible

Apply or verify at the block office
Registration and correction both run through the block agriculture office and the Krushak Odisha database.

The state checks the RoR to confirm you fall within the small and marginal category. Landless households are verified separately at panchayat level.

Payments are released around Akshaya Tritiya and Nuakhai. Status can be checked on the portal with your Aadhaar or farmer ID.
Frequently asked questions
Is CM-KISAN the same as KALIA?
No. CM-KISAN replaced KALIA in 2024. The landless livelihood component was carried over, but the cash support for landholding farmers is now ₹4,000 a year under the new name.
Can I get CM-KISAN and PM-KISAN together?
Yes. They are separate schemes and are paid separately — the state amount does not reduce the central instalment.
Why are the instalment dates not fixed?
They are tied to Akshaya Tritiya and Nuakhai, which fall on different calendar dates each year. Both sit just before a sowing period.
