Overview
Odisha launched its own millets mission in 2017-18, well before the national "Shree Anna" push, and it is often held up as the model for it. It covers seed and input support, training on line sowing and other practices, a state enhancement on the announced Minimum Support Price for ragi (finger millet), and support to Farmer Producer Organisations for processing and branding — so growers are not stuck selling raw grain at whatever the local trader offers.
Its landmark step was procurement: Odisha was the first state in India to buy millets at MSP. Ragi is procured at MSP through the mission network and routed into the Public Distribution System, anganwadi (ICDS) meals and mid-day meals, which creates steady demand. In a single year the state has procured around 6 lakh quintals of ragi. The mission runs across about 19 districts (the block count has ranged from roughly 72 to 143 across years).
The FY2026-27 outlay is ₹415 crore, down from ₹600 crore in 2025-26 — a roughly 31% cut that farmer groups, FPOs and civil-society partners have flagged, given the scheme reported about 93% fund use in 2025-26. The millet demonstration area was correspondingly trimmed from 1.5 lakh hectares to 1 lakh hectares. The seed, incentive and procurement components remain active.

- For a seed kit not received, a procurement payment or MSP top-up not credited, or a rejection at the procurement point, raise it with the block agriculture office / mission unit and the district agriculture office, and with your FPO if you sold through one.
- If it stays unresolved, lodge it on Odisha's E-Abhijoga grievance portal (cmgcodisha.gov.in), the state's CM Grievance Cell system, which acknowledges within 24 hours and is trackable.
Frequently asked questions
Is the incentive on top of the normal MSP or instead of it?
On top of it — the state enhancement is paid in addition to the notified MSP for ragi when you sell through the mission.
Does the scheme cover millets other than ragi?
The mission promotes minor millets too (little millet, foxtail, kodo and others) with seed and input support, but the assured MSP procurement guarantee is specifically for ragi (finger millet).
Where does the procured ragi go?
Into the Public Distribution System, anganwadi (ICDS) nutrition and mid-day meals — Odisha was the first state to build this demand link, which is what makes the MSP procurement sustainable.
