Overview
Mukhyamantri Kamdhenu Yojana is Odisha’s umbrella scheme for the dairy sector, running from 2024-25 to 2028-29 under the Fisheries & Animal Resources Development Department. Rather than funding one activity, it bundles eight sub-schemes — a small milch-cow unit, calf rearing, livestock insurance, a buffalo-enterprise track, an incentive for dairy farmers, cooperative strengthening, support to OMFED, and feed-and-fodder production.
The sub-scheme most farmers will actually apply to is Go-Palan Yojana: a 1+1 unit of two milch cows — Cross Breed Jersey, Holstein Friesian, Gir or Sahiwal, each yielding at least 10 litres a day — costing around ₹2.30 lakh with a cattle shed included. The state pays 70% of that for SC, ST, PWD, women and transgender applicants, and 60% for the general category, released as two instalments of 50% each: the first after the first cow is procured and insured, the second after the same for the pair.

Who is eligible
State schemes usually state their criteria as prose rather than a checklist. This is that prose, unpacked — the department’s verification is what decides.
You qualify if
- Dairy farmer in Odisha owning at least 1 and not more than 5 cows, for the Go-Palan Yojana component
- General, SC, ST, SHG member, person with disability, woman or transgender applicant — one individual per household
- Has not availed the same benefit in the preceding 3 years
- Willing to procure the cows from outside Odisha, within their 1st or 2nd lactation, within 60 days of approval

- A second applicant from the same household within the 3-year window
- Cows outside the notified breeds, or yielding under 10 litres a day

Submit the prescribed application online on the Sugam portal, addressed to your Block Veterinary Officer.

Field verification
A block-level team — the BVO, a veterinary assistant and a livestock inspector — inspects the site and uploads geo-tagged photos to GO-SUGAM; the district veterinary office forwards recommended cases for committee approval.

Procure, insure, then claim in two instalments
On approval, procure and insure the first cow, then self-certify on GO-SUGAM — that releases the first 50% of the subsidy. The second cow and instalment follow the same cycle.
Frequently asked questions
Is it "Kamdhenu" or "Kamadhenu" Yojana?
The Fisheries & Animal Resources Development Department’s own guidelines spell it "Kamdhenu" — "Kamadhenu" is a common news-headline variant, not the government’s spelling.
Is this the same as Mukhyamantri Krushi Udyoga Yojana (MKUY)?
No. MKUY is a separate capital-subsidy scheme for food-processing and agri-enterprises, run by APICOL through the Sugam portal. Kamdhenu Yojana is this department’s dairy and livestock scheme, applied for through GO-SUGAM — the similar names make them easy to mix up, but they fund different things.
Does the subsidy cover the cattle shed too?
Yes, if you choose to build one — the roughly ₹2.30 lakh unit cost includes a 120 sq ft shed. Skipping the shed lowers both the unit cost and the subsidy paid.
