Overview
The central government fixes an MSP for paddy every Kharif season, but that number alone often falls well short of what a farmer needs to cover rising input costs. The Odisha Cabinet approved Samrudha Krushak Yojana on 23 October 2024 to close that gap: the state adds its own input assistance on top of the central MSP so that every registered grower selling through the government system gets ₹3,100 a quintal, regardless of how the central MSP moves season to season.
The scheme also cleaned up how procurement itself works. Mandis now weigh paddy on electronic weighing machines instead of the older katni-chhatni deduction practice that used to shave grain off a farmer's sale, and payment is credited to the farmer's bank account by DBT within 48 hours of procurement rather than sitting with a middleman or a delayed cheque.
Through the 2025-26 Kharif season, procurement under the scheme covered paddy from 18.84 lakh farmers, with 77.48 lakh metric tonnes procured and over ₹5,663 crore paid out as input subsidy on top of MSP. The state budgeted ₹6,088 crore for 2026-27 to keep the ₹3,100 price running, alongside a ₹5,000 crore revolving fund proposed to keep payments moving without delay.

- For a token not issued, an underweight or wrongly-graded lot, a katni-chhatni deduction still being made, or payment not credited within 48 hours, raise it first with the Marketing Inspector / the paddy purchase committee at the mandi and then the District Civil Supplies Officer and Collector; a scheme monitoring committee tracks such complaints, and status can be checked on the Krushak Odisha portal and P-PAS (ppas.pdsodisha.gov.in).
