Overview

MKUY is not a scheme for growing a crop; it is for building the business around it. Launched in 2018, it funds agro-based and food-processing enterprises — the cold store, the processing unit, the commercial poultry or dairy venture — which is where the margin a farmer never sees usually goes.

The subsidy is on fixed capital investment, excluding the cost of land. A general entrepreneur gets 40%, capped at ₹1 crore. SC and ST entrepreneurs, women, and graduates of agriculture and allied disciplines in Odisha get 50%, capped at ₹50 lakh. It is administered by APICOL, and applications go through the state’s Sugam portal.

What you get

The benefit as the state notifies it — nothing here is an estimate.

  • 40% capital investment subsidy for a general entrepreneur, up to ₹1 crore.
  • 50% for SC and ST entrepreneurs, women, and agriculture and allied-discipline graduates, up to ₹50 lakh.
  • Covers agro-based and food-processing enterprises across agriculture and allied sectors.
  • Moves a farming family up the chain — into processing and storage, where the margin sits.

Who is eligible

State schemes usually state their criteria as prose rather than a checklist. This is that prose, unpacked — the department’s verification is what decides.

You qualify if

  • Entrepreneur setting up a commercial agri-enterprise in Odisha
  • Project in an eligible agro-based, food-processing or allied activity
  • Able to fund the balance of the fixed capital investment
  • Application filed through the Sugam portal under APICOL

Not covered

  • The cost of land — the subsidy is on fixed capital investment excluding land
  • Activities outside the eligible project list

Documents you need

Have these ready before you start — most rejections are a missing paper, not a missing right.

  • Aadhaar and identity proof
  • Detailed project report
  • Land or lease documents for the site
  • Caste / category or qualification certificate for the 50% rate
  • Bank appraisal / loan sanction where applicable

How to apply

Fewer steps than a central scheme, and usually one office rather than a portal.

  1. 1

    Prepare the project report

MKUY funds a project, so a detailed project report for the enterprise is the core of the application.

  2. 2

    Apply on Sugam under APICOL

Submit online at sugam.odisha.gov.in, selecting APICOL and then Mukhyamantri Krushi Udyoga Yojana.

  3. 3

Set up, then claim the subsidy

Establish the enterprise; APICOL monitors and verifies it, and the capital subsidy is released against the approved investment.

Frequently asked questions

Is the land cost subsidised too?

No. The subsidy is calculated on fixed capital investment excluding the cost of the land.

Who gets the higher 50% rate?

SC and ST entrepreneurs, women, and graduates of agriculture and allied disciplines in Odisha — capped at ₹50 lakh, against 40% and ₹1 crore for a general entrepreneur.

Is this for ordinary crop farming?

No. It funds commercial agri-enterprises — agro-processing, food processing and allied ventures — rather than the growing of a crop itself.
