Overview
This is Haryana’s personal-accident cover for everyone in the farm chain, run by the marketing board rather than an insurer. It reaches beyond the landowning farmer to agricultural labourers and market-yard (mandi) workers — the people who are usually left out of any cover at all.
Compensation is graded by the injury: the full ₹5 lakh for death, down to ₹37,500 for the smaller notified injuries, with amounts in between for the loss of limbs or eyes. It covers accidents while doing agricultural work, including cattle, poultry and dairy work. The age cap was removed, so cover no longer stops at 65 — the scheme now explicitly extends to children under 10 and people over 65, both of whom were previously excluded.
The Haryana State Agricultural Marketing Board first notified this scheme in 2013, and it took effect from 1 January 2014, originally centred on accidents while operating agricultural machinery before later being broadened to cover agricultural work more generally, including livestock and dairy tasks. During the Covid-19 pandemic in 2020, the state temporarily raised the death compensation for a Covid-related death to ₹10 lakh, a one-off enhancement on top of the scheme's standard slabs — a sign the board has adjusted the scheme's terms in response to specific circumstances rather than leaving it static since 2013.

The claim goes to the Haryana State Agricultural Marketing Board, which administers the scheme; applications can be filed online.

- For a rejected claim, a disputed injury grading, or a delayed payment, first contact the local Market Committee (mandi samiti) or the Haryana State Agricultural Marketing Board office that received the application.
- If unresolved, escalate through CM Window, Haryana's public grievance redressal and monitoring system, running since 25 December 2014 — file online at cmharyanacell.nic.in or in person at any e-Disha Kendra, DC office or SDM office. You get an SMS with a tracking number, and the prescribed maximum time for disposal is 45 days.

Are farm labourers and mandi workers covered, or only farmers?
All three — farmers, agricultural labourers and market-yard workers. The test is that the accident happened during agricultural or mandi work.
Is ₹5 lakh paid for every accident?
No. ₹5 lakh is for death. Lesser permanent injuries carry graded amounts starting from ₹37,500 depending on what was lost.
I am over 65. Am I still covered?
Yes. The age cap was removed, so there is no longer an upper age limit on the cover — the scheme now also explicitly covers children under 10, who were previously excluded too.
How old is this scheme, and has it always paid these amounts?
The Marketing Board notified it in 2013 and it took effect from 1 January 2014. It has been adjusted since — for instance, the state temporarily raised the death compensation to ₹10 lakh for Covid-19 deaths during the 2020 pandemic, on top of the standard slabs.
Does an accident on a tractor or thresher count, or only manual farm work?
Both. The scheme originally centred on accidents while operating agricultural machinery and has since broadened to cover agricultural work more generally, including cattle, poultry and dairy tasks.
