Overview

Haryana's Pradhan Mantri Fasal Bima Yojana (PMFBY) covers field crops like wheat and paddy, but horticulture farmers growing vegetables, fruits and spices were left without a comparable safety net. The state government filled this gap with the Mukhyamantri Bagwani Bima Yojana (MBBY), approved by the Haryana Cabinet on 22 September 2021 and run by the Department of Horticulture.

Under MBBY, the farmer pays a premium of just 2.5% of the sum insured. The remaining premium is borne by the state. If a notified natural calamity — unseasonal rain, hailstorm, frost, flood, pest or disease outbreak — damages the insured crop, the farmer receives compensation of ₹30,000 per acre for vegetables and spices, and ₹40,000 per acre for fruit crops. The scheme currently covers 21 vegetable and spice crops and 20 fruit crops.

To enroll, a farmer must first register on the Meri Fasal Mera Byora (MFMB) portal with their crop and land details. MBBY registration then opens on the scheme's own portal (mbby.hortharyana.gov.in) during the notified sowing window for each crop. Claims are assessed by a committee after the district administration reports crop damage from a notified peril. The compensation is credited directly to the farmer's bank account linked on the MFMB portal.

What you get

The benefit as the state notifies it — nothing here is an estimate.

  • Crop insurance at 2.5% farmer premium — the state government pays the rest.
  • ₹30,000 per acre compensation for vegetables and spices on crop loss from a notified peril.
  • ₹40,000 per acre compensation for fruit crops.
  • Covers 21 vegetable/spice crops and 20 fruit crops — including tomato, onion, potato, cabbage, cauliflower, mango, guava, chilli, turmeric and coriander.
  • Compensation credited directly to the bank account registered on Meri Fasal Mera Byora.

Who is eligible

State schemes usually state their criteria as prose rather than a checklist. This is that prose, unpacked — the department’s verification is what decides.

You qualify if

  • Farmer in Haryana growing a horticulture crop covered under MBBY
  • Registered on the Meri Fasal Mera Byora (MFMB) portal with crop and land details
  • Enrolled on the MBBY portal (mbby.hortharyana.gov.in) during the notified sowing window
  • Can insure up to the area actually sown under the crop

Not covered

  • Field crops (wheat, paddy, mustard, etc.) — those are covered under PMFBY, not MBBY
  • Crops not in the notified MBBY list for the current season
  • Damage from causes other than notified natural calamities (e.g., market price drop, theft)
  • Farmers not registered on Meri Fasal Mera Byora

Documents you need

Have these ready before you start — most rejections are a missing paper, not a missing right.

  • Aadhaar card
  • Meri Fasal Mera Byora (MFMB) registration ID
  • Land records (khata/khasra or lease agreement)
  • Bank account details (linked on MFMB)
  • Crop sowing details as declared on MFMB

How to apply

Fewer steps than a central scheme, and usually one office rather than a portal.

  1. 1

Register on Meri Fasal Mera Byora

Go to fasal.haryana.gov.in and register your horticulture crop, land details, and bank account. This is the prerequisite — MBBY pulls your data from here.

  2. 2

    Enroll on the MBBY portal

During the notified sowing window for your crop, visit mbby.hortharyana.gov.in and enroll. Pay the 2.5% premium online. Keep the enrollment acknowledgement.

  3. 3

    Report crop damage

If a notified calamity damages your crop, report it to the Block Horticulture Officer or through the MBBY portal within the claim window. The district administration verifies the damage.

  4. 4

    Assessment and compensation

A committee assesses the crop loss. If approved, ₹30,000/acre (vegetables/spices) or ₹40,000/acre (fruits) is credited directly to your bank account linked on MFMB.

If something goes wrong

Missing from the list, or payment stuck — here is the channel the department itself publishes for it.

  • For enrollment issues, premium payment failures, or a claim not processed after reporting crop damage — contact the Block Horticulture Officer first, then escalate to the District Horticulture Officer. Keep your MBBY enrollment number and MFMB registration ID.
  • Beyond the department, file a grievance on the Haryana CM Window portal (cmwindow.haryana.gov.in) or call the CM Window helpline 1800-180-2128 (toll-free). Track the grievance with the reference number provided.

Frequently asked questions

Which crops does MBBY cover?

Currently 21 vegetable and spice crops (including tomato, onion, potato, cabbage, cauliflower, chilli, turmeric, coriander) and 20 fruit crops (including mango, guava, citrus). The exact list is notified each season on the MBBY portal.

How much premium does the farmer pay?

2.5% of the sum insured. The state government pays the remaining premium. For example, if the sum insured is ₹30,000 per acre for a vegetable crop, the farmer pays ₹750 per acre.

Is MBBY the same as PMFBY?

No. PMFBY covers field crops (wheat, paddy, mustard, etc.) and is a central government scheme. MBBY is a Haryana state scheme specifically for horticulture — vegetables, fruits and spices — that are not covered under PMFBY.

Do I need to register on Meri Fasal Mera Byora first?

Yes. MBBY enrollment requires an active MFMB registration with your crop and land details. Register on fasal.haryana.gov.in before enrolling on the MBBY portal.

What kind of damage is covered?

Crop loss from notified natural calamities — unseasonal rain, hailstorm, frost, flood, pest or disease outbreak. Market price drops, theft, or damage from non-notified causes are not covered.

How is the compensation amount decided?

₹30,000 per acre for vegetables and spices, ₹40,000 per acre for fruit crops — these are fixed rates. The committee assesses whether the damage meets the threshold; if it does, the full per-acre rate applies to the insured area.

When can I enroll?

Enrollment opens during the notified sowing window for each crop. Check mbby.hortharyana.gov.in for the current season's dates — missing the window means you cannot insure that crop for that season.
