Overview

Modelled on the crop Kisan Credit Card, this version extends the same working-capital-loan logic to livestock — money for buying animals, feed, and routine veterinary costs, without needing to pledge land or other collateral for smaller loan amounts.

The card works like a revolving credit line up to the sanctioned limit rather than a one-time loan, so a dairy farmer can draw and repay against it as cash flow from milk sales comes in.

Haryana was the first state in the country to launch this scheme, on 26 January 2021. The nominal interest rate on the card is 7%, brought down by a 3% central-government subvention plus a further 4% waiver from the Haryana government itself — which, combined with the standard prompt-repayment incentive on timely accounts, works out to effectively interest-free borrowing on amounts up to ₹1.60 lakh.

How to apply

    Apply at a participating bank branch

    Approach a bank branch offering Pashu Kisan Credit Card, or apply through the animal husbandry department's camp/portal.

    Verification of livestock and KYC

    The bank verifies animal ownership and basic documents before sanctioning the credit limit.

    Card issuance and drawdown

    Once issued, draw funds as needed up to the sanctioned limit and repay per the bank's terms to keep the effective interest low.

If something goes wrong

  • For a rejected application, a disputed sanction, or an interest-subvention discrepancy, first raise it with the lending bank branch or the district Animal Husbandry and Dairying office.
  • If unresolved, escalate through CM Window, Haryana's public grievance redressal and monitoring system, running since 25 December 2014 — file online at cmharyanacell.nic.in or in person at any e-Disha Kendra, DC office or SDM office. You get an SMS with a tracking number, and the prescribed maximum time for disposal is 45 days.
