Overview
This scheme puts a standalone solar pump directly on the farmer's field, so irrigation no longer depends on grid supply timing or an electricity bill at all — the pump runs on daytime sunlight and the beneficiary pays only a small upfront share of the hardware cost.
It was announced in Maharashtra's 2024 budget session and formally launched by Deputy Chief Minister and Energy Minister Devendra Fadnavis on 13 September 2024, implemented by MSEDCL. The target is 10 lakh off-grid solar agricultural pumps over about five years, and it builds on PM-KUSUM plus a state top-up. MSEDCL has said around 2.5 lakh pumps were already installed under it — the largest off-grid solar-pump programme in the country.
The pump size is fixed by landholding: up to 2.5 acres gets a 3 HP pump, 2.51 to 5 acres a 5 HP pump, and above 5 acres a 7.5 HP pump (a smaller pump is allowed if the farmer prefers). Each pump comes with a 5-year maintenance and repair period during which the installing agency fixes faults free, plus insurance cover against theft and damage.

Submit the application with 7/12, Aadhaar, caste certificate (if applicable) and the GSDA NOC for a dark-zone source, on MSEDCL's Magel Tyala Saur Krishi Pump portal.

Site survey and demand note
MSEDCL or its empanelled agency surveys the field for the water source and solar suitability, fixes the pump capacity by landholding, and raises a demand note for the farmer's share.

Pay the farmer share and installation
Pay the 10% (or 5% for SC/ST) share; the empanelled vendor then installs the pump, and the 5-year free maintenance period begins from commissioning.
