Overview

Cattle rearing and dairy farming are the backbone of rural Rajasthan's economy, yet most small livestock keepers have no access to formal credit for feed, veterinary care or shed maintenance. The Gopal Credit Card Yojana fills this gap by channelling interest-free loans through the cooperative milk-society network that already exists in the villages.

A member of a Milk Produce Cooperative Society can borrow up to ₹1 lakh for one year at zero interest and without any collateral. The loan is processed through Rajsahakar — the Rajasthan State Cooperative Dairy Federation — and the associated District Cooperative Banks. By March 2025, 33,475 families had received the benefit. The government's target for 2025–26 is to bring 2.5 lakh new families into the fold.

A 2024–25 revision made women cattle rearers working through Rajivika self-help groups (RGAVP) eligible as well, extending coverage to approximately 35,000 additional women across the state. The scheme is distinct from the central Kisan Credit Card — KCC covers crop loans and has a different interest-subvention structure, while the Gopal Credit Card is state-funded and exclusively for livestock.

What you get

The benefit as the state notifies it — nothing here is an estimate.

  • Interest-free loan of up to ₹1 lakh for one year for cattle and dairy expenses — feed, veterinary care, shed repair, equipment.
  • No collateral or security deposit required — the cooperative membership itself serves as the basis.
  • Processed through the village milk cooperative society, not a distant bank branch.
  • Women cattle rearers in Rajivika SHGs are now eligible under the 2024–25 expansion.

Who is eligible

State schemes usually state their criteria as prose rather than a checklist. This is that prose, unpacked — the department’s verification is what decides.

You qualify if

  • Permanent resident of Rajasthan
  • Member of a Milk Produce Cooperative Society
  • Cattle rearer or dairy farmer — the loan is for livestock expenses only
  • Women cattle rearers in Rajivika self-help groups (RGAVP) are also eligible

Not covered

  • Non-members of a milk cooperative society
  • Borrowing for purposes other than cattle rearing or dairy
  • Existing defaulters on cooperative loans

Documents you need

Have these ready before you start — most rejections are a missing paper, not a missing right.

  • Aadhaar card
  • Milk Produce Cooperative Society membership proof
  • Details of cattle owned (breed, number)
  • Bank passbook linked to cooperative
  • Rajivika SHG membership card (for women applicants through RGAVP)

How to apply

Fewer steps than a central scheme, and usually one office rather than a portal.

  1. 1

    Become a cooperative society member

If you are not already a member of your local Milk Produce Cooperative Society, join one first — the scheme routes entirely through the cooperative network.

  2. 2

Apply through the SSO portal or the society

Log in to sso.rajasthan.gov.in, navigate to Raj-Sahakar, and select "Gopal Credit Card New Registration". Alternatively, apply through your cooperative society secretary.

  3. 3

    Verification and disbursal

The cooperative society and District Cooperative Bank verify your membership and cattle details. Once approved, the loan is credited to your cooperative-linked bank account.

If something goes wrong

Missing from the list, or payment stuck — here is the channel the department itself publishes for it.

  • For a delayed or rejected application, start with the Secretary of your Milk Cooperative Society, then escalate to the District Registrar, Cooperative Societies. Carry your membership card, Aadhaar, and application acknowledgement.
  • Beyond the cooperative department, use Rajasthan Sampark — dial 181 (toll-free) or file at sampark.rajasthan.gov.in. Keep the complaint reference number for tracking.

Frequently asked questions

Is this the same as the Kisan Credit Card (KCC)?

No. KCC is a central scheme covering crop loans with an interest-subvention structure. The Gopal Credit Card is a Rajasthan state scheme exclusively for livestock and dairy, with zero interest and no collateral.

Do I have to be a milk cooperative member?

Yes. The scheme runs through the cooperative network — membership of a Milk Produce Cooperative Society is the prerequisite.

Can the loan be used for buying new cattle?

The scheme is framed around cattle-rearing expenses — feed, veterinary care, shed maintenance. For purchasing cattle, check with your cooperative whether the loan purpose qualifies under the current guidelines.

Is any collateral or guarantee needed?

No. The loan is collateral-free. The cooperative society membership serves as the basis for the credit.

Are women cattle rearers eligible?

Yes. Since the 2024–25 revision, women cattle rearers working through Rajivika self-help groups (RGAVP) are also eligible — approximately 35,000 women benefit from this expansion.

What is the repayment period?

The loan tenure is one year. At the end of the year, the principal must be repaid. Since there is no interest, the repayment amount equals the borrowed amount.

How do I apply online?

Log in to sso.rajasthan.gov.in with your SSO ID, search for "Raj-Sahakar", and click on "Gopal Credit Card New Registration" to begin. You can also apply offline through your cooperative society.
