Overview
A dead milch animal is a farming family's single worst financial shock — the loss of both an asset and its future income in one stroke. Rajasthan launched Mangla Pashu Bima Yojana on 13 December 2024 to cover exactly that risk, with the state paying the entire premium so the livestock owner pays nothing to get covered.
The scheme insures the animals most families actually keep — dairy cows, dairy buffaloes, female goats and sheep, and camels — for accidental death and permanent disability. Cover is capped by animal type and by how many animals one family can insure, so it protects a household's working herd rather than acting as an open-ended payout.
Registration runs each year in a fixed window on the scheme portal or the MMPBY app — the first round was 13 December 2024 to 12 January 2025 (later extended). The first phase set a target of 21 lakh animals (about 5 lakh each of cows, buffaloes, sheep and goats, and 1 lakh camels), and the 2025-26 state budget roughly doubled the number of beneficiaries. Because demand runs well above the target, the animals actually covered are picked by a transparent lottery from the valid registrations.
A family that misses the window waits for the next round. Once an animal is insured, a claim on its death or permanent disability is settled by the insurance company within about 21 working days of verification, paid to the owner's registered bank account.

You qualify if
- Permanent resident of Rajasthan, holding a valid Jan-Aadhaar card
- Owns and rears eligible livestock — dairy cow, dairy buffalo, female goat, female sheep or camel — in the state
- Animal is ear-tagged and the tag number is registered at the time of enrolment
- Registration completed within the notified window for the scheme year

Register during the enrolment window
Register the eligible animal on mmpby.rajasthan.gov.in or the MMPBY app during the notified period, using the Jan-Aadhaar and the animal's ear-tag number.

Lottery selection and ear-tag check
If registrations exceed the target, the covered animals are drawn by lottery. The ear-tag number is then cross-checked against the animal database before the animal is confirmed insured.

File a claim if the animal dies or is disabled
On death or permanent disability, report it and file a claim through the department or insurer; the claim is processed and paid to the registered bank account after verification.
If something goes wrong
Missing from the list, or payment stuck — here is the channel the department itself publishes for it.
- For a claim rejected or delayed beyond the 21 working days, or a wrongly recorded ear tag, take it up with the local Veterinary Officer and the Joint Director, Animal Husbandry, at the district, and with the scheme helpline 1800-180-6268. Keep the registration number, the ear-tag number and the post-mortem report.

Frequently asked questions
Do I have to pay any premium?
No. The state government pays the full premium — there is no cost to the livestock owner to enrol.
My goat does not have an ear tag. Can I still register?
No. An ear tag with a registered number is required at enrolment — untagged animals cannot be insured under the scheme.
How many animals can one family insure?
Up to 2 dairy cows, or 2 buffaloes, or 1 cow plus 1 buffalo, plus up to 10 goats or sheep, or up to 10 camels, per family.
I registered but my animal was not covered. Why?
Registrations run well above the target, so the covered animals are chosen by lottery. If yours was not drawn, register again in the next round.
How long does a claim take?
The insurance company settles a valid claim within about 21 working days of verification, paid to the owner's registered bank account.
What if the ear tag falls off?
Report it to the veterinary officer and get the animal re-tagged with the number updated on the record. A claim can fail if the tag on the carcass does not match the registered number.
